<p>&#8220;The vision is to transform the area from an auto-dominated, aging corridor to a people-oriented destination with lots of people living, working and playing within walking distance of transit,&#8221; said Erica Leak with the city&#8217;s Planning and Development Review Department.</p>
<p>The vision is at least partly dependent on a future urban rail line with new neighborhood centers developing around rail stops. City leaders plan to ask voters next year to support bonds for an initial phase of an urban rail system, but it isn&#8217;t clear yet whether that first phase will include East Riverside. Eventually, city planners envision urban rail running from Austin-Bergstrom International Airport along East Riverside to downtown.</p>

Once a lively area that lodged many who worked at Bergstrom Air force Base. After the close of the base and ultimate conversion to Bergstrom International Airport students took over the area because of lack of housing close-in to campus. After an overbuilding of rental units everywhere else in Austin, East Riverside has fallen into disrepair. The students have moved out and numerous antiquated 1970 apartment buildings have been demolished to make way for the now stalled building boom. To keep the remaining would be condemnables flush with residents the property managers have continually lowered the rents.</p>
<p>Don&#8217;t get me wrong I am all for affordable housing but not to the detriment of the residents. These properties are not maintained well and some say not fit for habitation.</p>
<p>The problem plaguing the area is expansive clay. Many of the structure built to lax 1970&#8242;s building standards are not engineered and are essentially floating on moving ground and as a property owner we have seen substantial damage my property and have had to spend tens of thousand to remediate foundation issues and subsequent related damage.</p>
<p>East Riverside expansive clay in many cases makes repair not a profitable prospect. Owners of these types of property are only interested in the bottom line just like the managers they hire. No surprise.</p>
<p>Fortunately, <em>East Riverside</em> area is the most obvious choice for redevelopment as there is a great deal of inexpensive land, rolling hills, waterfront, hike and bike trail, city views and it&#8217;s right next to downtown. It is a diamond in the rough just waiting for investors.  The City of Austin has been in the works developing a plan to rezone and recreate the area. Developers have taken notice. One high end apartment, the Amli, has been built and another is under construction on the river (one of the few buildable Lady Bird Lake properties). Too Emos has moved from downtown 6th and Red River to Burton Drive just south of Riverside Dr.</p>
<p>Over the past few months I have attended meetings regarding the city&#8217;s ERC Plan. In these meetings we voiced our options on proposed zoning regulation.</p>
<p>The Draft East Riverside Corridor Regulating Plan is nearly ready for review, and that the City is hosting an open house for the public to find out more about the draft regulations and provide feedback. The Draft East Riverside Corridor Regulating Plan will be available for review starting Monday at the Ruiz Branch Library, 1600 Grove Blvd., and online at: <a title="ERC Information" href="http://eastriversidecorridor.com">http://eastriversidecorridor.com</a>.</p>
<p>The City is also moving forward with implementation of the <em>ERC</em> Master Plan by undertaking a transportation study for the corridor. That study will identify short-, medium-, and long-term transportation improvements to increase safety and improve vehicular, pedestrian and bicycle mobility and accessibility in the East Riverside corridor. The needs identified through the study will help the City prioritize on-the-ground improvements for the area.</p>
